Ideally the front fender would extend further forward but I haven't found the spray from the front wheel to be much of an issue. The Urbana is my favorite bike to take out in the rain, it's rock solid and I don't have to worry about potholes.
Size-wise, the Urbana is pretty darn adaptable. I'm pretty sure you could get the seat high enough for your legs and you can rotate the BMX-style bars forward to open up the cockpit.
